    Hello! Yes, absolutely! You should gently sand the wallpaper — this allows for better adherence. Wipe down any residual dust. Then apply an oil-based primer and an oil-based paint. Not water-based. Water-based primer and paint will reactivate the wallpaper glue and cause the wallpaper to peel.

    I sure wouldn't. I strip wall paper and paint for clients afterwards, and if I was to quote for a job with painted wallpaper it would be triple the price. It frequently bubbles after you paint and is a nightmare.

    Yes. It must be primed first with a good paint that has good adhering and stain cover. Was the walls with tsp will help if it's for a kitchen or a room thst had a lot of cigarette smoke.

    I would not. It's a B...H to remove paper later on.

    Yes but I wouldn't. It is hard to remove paper later when you change your mind.
