The pinecones need to be wired to the polystyrene. Use floral wire. It's thin and applicable.
Naswindell is right. Because pinecones are such an uneven shape, with no flat areas to get strong bonding surface, they are almost impossible to glue.
Make sure that you use wire that is sturdy enough to pierce straight through the ring without collapsing.
I made a pinecone wreath years ago that has lasted well. The first thing I did was wrap the wreath with strips cut from a dark plastic garbage bag before I glued anything on to it.
I had the same problem so I used wire tie like they use for flower arrangements. Tie some wire around the base of the cone and stick it through the polystyrene and tie to the back. Add a small stick or tongue depresser on the back of the polystyrene to use like a washer holds screws from pulling through.
wrapping the wreath first is the easiest and best idea!!
florist picks, attend to wire. You wrap the wire around the pinecones, snugly between the bits, to reduce visibility.
