Dead plant on the ground

There is too much watering and no sun for the plant, in the middle of lobby, in front of management office. Don't know what plant can replace with that? Any suggestion, can dig out all n replace with a small pond?

If you go with plants you need to go with shade loving plants or shrubs and hold off with watering it so much. Get a moisture meter and water only what the plant requires. You could go with a water feature, but should still have plants too. Know your plants and shrubs that you have and how much moisture and sun they should get versus what you have where they are planted.

I would consider a rock garden with plants in planters. You can find low, wide planters suitable for small shrubs and flower plants that would look nice. That way the rocks would hide the water, and not drown the plants.
