depends on your definition of "better", latex will have easier clean up and drying time is much faster. Oil paint covers more in one coat and is more durable in high traffic areas. Oil Paint cannot be washed out with water, you will need cleaning solvents.
I much prefer oil over latex paint. But oil paint now would make me nauseated to use indoors. If that is not so for you I would go for oil, esp on panelling.
Oil base paint is not very transparent, and needs thinned with mineral spirits, very smelly. I would use latex, less smell and easier to thin with water

I would recommend latex.....For whitewashing, you usually want to thin your paint down with water, and that will not work with oil based paints.
