Newspaper, cardboard or landscape fabric. You will still get weeds, but they will be on top and shallow rooted and easy to pluck out or spray with vinegar.

We've used all types of weed control. The best weed prevention we know is paper. It absolutely does not let weeds grow through. Large cardboard segments could be used. If you use paper, put down multitudes of layers. Sometimes weeds will grow on top of the paper under the gravel, but these are very easily removed if they are pulled out frequently before they multiply.
