Buy Stencil and Stencil fixative and Glow in the dark Paint.
Hose the area down. I would scrub with vinegar then hose off and let dry. Then read the directions on the glow in the dark paint bottle. Pick your stencil. Tape in place and paint away!
I suggest first painting a scrap board with the glow paint and testing it. Most glow in the dark products are...disappointing.
Clean the area first, paint right away- can't wait to see yours!
