One friend of ours in northern Illinois fills a bucket (5 gallon) with straw and places it upside down over the Canna lilies she has cut back, hers always winter over very nicely
After the lilies have quit blooming completely, and when the green stalks start drying out and turning brown (usually after the first or second frost), cut the complete stalk down to about two inches from the ground. You can even transplant the whole bulb (plant) at this time.
Dig them up,clean off the dirt put them in a paper bag or severeral bags lay them flat on a shelf in your dark basement.take out when weather is warm enough to plant.
In VA, I just cut mine down when they've died out and throw a little mulch on them, they come back every spring.
