Take in a tuck or wear a belt.
It's impossible to shrink just the waist without shrinking the whole pair. What I would do is sew the strongest elastic you can find into about 6 inches of the back waistband to make the waistband cinch in about 2 inches. You won't see it if you sew it at least 1/2 inch below the waistband on the inside back.
That is a good idea, never thought about that, you could also do that on dress pants..
