Lisa, please post a picture of your chairs. There are so many variations in what "wood" can mean, that without seeing the chairs, it is hard to offer suggestions. Do you know if the chairs are solid wood, wood laminate, etc.?
If wood, clean them with Murphys Oil Soap.
You can paint them with chalk paint - no prepping, just paint 2-3 coats and put water based polycrylic on the top to seal them.
One way to clean wood that is grubby or greasy is to use Meguiars Hot Rim Wheel and Tire Cleaner. Soak it on and use a tooth brush, then a plastic scraper on the heaviest part of the grime. Wear gloves. It won't hurt the wood. Then wipe with a damp sponge or cloth. Re-apply as needed to finish cleaning. We have used it on rented apartment cabinets.
Try using plain ammonia and a bit of water. Just scrub it on with a cloth, then wipe clean. rinse with clear water and a clean cloth to remove any residue. Ammonia is great for removing built up grease, residue, dirt, etc.
