Most landscapers have a tool they use that shoots a jet of water to make a tunnel under sidewalks so they can run sprinkler pipes to parkway grass beds or flower beds. Maybe a local improvement store would know what it is.

Dig a hole at each end of the walkway. You will need to make the hole on the first side as long as the PVC and as deep as the the bottom of the walk. Then attach a garden hose to the tale end of the PVC. You want the water to flow through the PVC when you work it under. start slowly pushing the PVC under the walk. The water acts like a drill. You will have it in in no time.

We did this 30 years ago when we bought our house. You can rent an auger from a place that rents tools. They should have one that can go sideways. you need to dig a ditch low enough in the ground ( lower than the depth of you concrete. This is of course if you are going across the walkway. when we dug the ditch to lay the pipe in we cut the grass and folded it back on a tarp. Then after the pipe was placed in the ground we unfolded the grass back over the dirt and I did not have to worry about a bare spot on my lawn. The pipe goes from my sump pump discharge, under the ground, under the sidewalk and out thru the curb. Has worked great for 31 years!
