That depends how how much moisture your house has.
Depends on where you live. I live in a very humid climate so I run during the summer and turn off for the winter. A humid environment in winter feels warmer.

Forgot to mention....with our heating bills in the winter...a dehumidifier will only up your electric bill for no reason.
Not necessarily, depending on your climate. I live in MD and we often get lots of rain in January which necessitates using dehumidifier on low part of the winter. Also, my basement has no heat or AC vents
