What about annual rhy grass for a green fertalizer?

At the encouragement of others, and responses on a gardening blog, I planted annual rhy grass in my home garden in mid-October. Living in East-central Indiana, we were just then clearing our gardens of plants as the weather had begun to turn toward fall and winter-like.
Now, in mid-November, with no frost or freezing temps until this past weekend, I do not have any rhy grass growing in the garden. I was planning on a cover crop to plow in next spring. Any suggestions what may have happened?

There are different types of rye grass, The annual grass that seems fine if your going to plow it under is a little more iffy on germination, so you have to plant it more densely. The perennial kind which costs twice as much usually germinates in 10-15 days, Also I don't know why but I am told that rye grass needs a 20-30 degree temperature spread to optimize germination. (like 65deg days 35deg nights) Even watering is also key- pretty frequent watering for the 1st 3 weeks or the 1st little roots will wither. Don't know if this helps--I'm not an expert
