I hung wallpaper for years, sanding made a big mess, I used joint compound and a large taping knife. Use a wet sponge to "sand" any large lumps and bumps. You can do as little as you need to get it where you want. Use a primer, then paint. A primer really gets things sealed and ready for the top coat.

You can use the taping knife to knock off large roughness, that might be enough. Use a good quality paint like Benjamin Moore, a satin sheen is nice for cleaning.
