How to remove broken screws that sit below surface of door jam.

    There are specialty drills called 'easy outs' that might work. They are used to remove any bolt , screw, etc with broken heads.

    Lowe’s has a kit for screw removal. 2 sizes. Each one has has a drill that will put a cone shaped hole in the head of the screw. Flip the tool over in the chuck of your drill for the removal end and set your drill for left rotation (reverse) and stick it into the cone shaped hole tightly and turn your drill on and it will dig into the cone shaped hole and back the screw out. I keep a kit in my toolbox and have used it many times when repairing old furniture.

    Looking at the photo you will have to dig them out. Use a screwdriver, knife or utility knife, corner of a putty knife to remove wood around the screw. Then use a pair of pliers or vise grips to grab hold of the screw and screw it out. Fill the holes with a sharpened dowel, sliver of wood, or what I use a golf tee and glue. Cut off the excess and fill with wood putty to level and smooth. Drill a new hole once dry. Don't just fill with wood putty if you plan to use the hole. It will crumble and fall out.
