I planted two trees about 3" diameter 12 ft high late fall and bought watering bags to use in Spring.

It depends on the species of tree. Some flower or leaf early. Some leaf out after all the others are going full leaf. That's a pretty tall tree for that diameter trunk. Hopefully it had a big enough root ball to provide enough nutrients for leaf growth. You might look for a fertilizer with phosphorus and potassium to stimulate the roots. You apply it in the fall and water it in. Just make sure there is no nitrogen, that would stimulate leaves which you don't want.
