Gardening- What is a deterrant for squirrels/tulip bulbs?

Critters almost never eat daffodils and paper whites, but tulips are their favorites! The bulbs will need to be protected in a wire cage. Check on line for bulb cages. Don't buy the plastic ones because squirrels can chew through them. Sometime you can mask their scent by sprinkling each bulb with baby powder before planting, but that only lasts one season.

If they are in pots, are you taking them in for the winter? There is a chance the bulbs will freeze in pots and all you will get is mush in the spring without being deep in the soil of a garden. Perhaps putting them in the garden for the cold winter (bury the pot) or in the garage would work. They still get the cold they need, but not exposing the bulb to the deep cold that will freeze the bulb.

Blood meal when planting usually does the trick.
