Use a primer such as Kilz for covering rust stains and repaint
I would white them out if they are not too large as in the photo. Any white that matches your wall would work. (there are so many shades of white) or you could even get a matching paint at the home improvement store. If you can get a chip of paint and take it to the store, they often have computers that can match exactly the color of white. Then dab it on where needed. Eventually, You might consider using aroma free Kilz paint to do the whole wall, or Rustoleum paint. It should not bleed through anymore.
Boy, someone wasn't thinking when they built the house, were they? If you want to stop it once and for all, use Kilz to cover and repaint with oil paint. Once and done and you're not constantly chasing rust.
Sand the rusty corner with a fine grit paper (or sanding sponge) paying attention to keep the corner shape. When rust is removed, wash with TSP and prime with Zinser BullsEye primer. Then coat with your wall color.

I would sand the whole metal corner and treat the rusted area with a rust inhibitor primer, prime the whole thing and paint with the Zinser BullsEye . Living near salt water will rust just about any metal, once it starts rusting, it is hard to stop.
