How can I treat the floor to stop this - it is unsafe when it gets wet. It is an old house and the porch is paneled 1/2 down and screened 1/2 up.

Use box fans or install ceiling fans. Make sure to sweep often to remove anything that will attract moisture in the air.

It's going to condense moisture when the concrete is cooler than the air around it. The only way to lessen this is to keep the air moving. A ceiling fan or a box fan, left on 24-7 will help. The best way is to install storm windows in the upper 1/2 and condition the air.

Floor needs to be sealed with concrete sealer. Apply the sealer, let it dry and do another coat.

How about inexpensive indoor-outdoor carpeting My mother did this with

    on, even wet.

Home Depot carries some lovely indoor/outdoor rugs that might help you. Suggestion of a ceiling fan sounds great to me.
