What is the best time to transplant/plant rose bushes in Northern CA

Being new to this section of the country, I'm not too familiar with the best way to care for rose bushes. Want to know when I can plant them, trim them, and transplant them. Thank you

Transplanting them now, when they are just starting to go dormant for the winter is good.... they can spend the winter getting used to the new location and making new roots.
