Think up. Put a shelf over the top of the door.
Use a coat rack with pegs on the back of the door or on the wall.
If you're leery about putting holes in anywhere, use a roll out storage box under your bed to store extra towels.

I have the same problem. I bought a large decorative basket that fits nicely under the sink since there are no cabinets. It works for storing toilet paper and towels & looks great.

There are over the toilet units that are cabinets, shelves, or combination of both...you won't have to put holes in the walls... and... you can take it with you when you move. You can find them at Home Depot, Lowe's, Walmart, Target, etc... and there are lots of places like Wayfair to shop for them online.

For hanging towel storage.. I used an over the door hook unit, but there are rail/rod units too
