Pull it off and re-tape.
Stick it back on, and check if the Ceiling is Damp, cause you may have to take a look at the condition of your Roof.....
I am assuming that you mean the tape used on drywall seams...??
If you mean the sheetrock tape, you most likely have a moisture problem
Part of that moisture problem might be the ceiling was never primed and painted. After sticking the tape back down with joint compound, sanding, then prime and I would paint with a semi-gloss with some mildewcide added to the paint.
