Paddle bits , screws make holes in cement bolts attached to railings. Get help, videos free at most home depot, not to borrowe. To watch with folks, who know what's what.
Use a masonry bit in your drill to predrill the holes for the railing hardware, and then fasten the hardware with your bolts.
