Is it wet or dry? pictures help. how big is the area?
I use silver Krylon spray paint on the stain, let dry, paint matching white over it! Works perfect.
Oil based Kilz is the way to go
Any primer should work, but like Ann mentioned Kilz, it will block the water mark from showing up again.
