I had the same issue with my cabinets. I took wood glue and glued tbe laminate back down and when it was dry, i got creative and covered the cabinet doors with decorative duct tape.
Scrape all the flaking off and fill in any holes, then sand it smooth. Go to you home store and buy sheets of new laminate that you like and use a two part contact glue to recover your old. If you have a ”bull-nosed” edge you might need to nail a new front board surround and fill in any gaps before you apply the new laminate. They sell sheets and edging pretty inexpensively. It can be scored with a box cutter and a straight edge then snapped to size.
