Crossed Stems - old dead stems - Cut everything else back by 3rd.
I spot pruned mine through the growing season as needed. In late fall, I would cut it back almost to the ground (an aged bush) and it grew wonderfully and flowered profusely each summer.
Other than tea roses, we cut them down to within a few inches of the ground and they come back strong each year. Tea roses are more delicate, and I would rather give you a site specifically for their information.
