dig up any runners, and then put a solid metal barrier at the fence line, extending 2' down.
setting the grove on fire is extreme, but it is your NEIGHBOR's responsibility to keep the damned thing in check.

Bamboo that has runners becomes invasive, as you've seen. Jean is correct - such overgrowth is the neighbor's responsibility. As you will likely have to battle this forever, you might consider writing the neighbor via registered mail (to prove they got it!) about the situation and asking that they do whatever is necessary to resolve their vegetation growing into your yard.
You can pour a very strong mixture of roundup 41% or higher around the root area it will take it up by those roots and in no time it will be dead. Must be atleast 41%.
Putting a barrier that deep might be expensive. Have you asked your neighbor to share the cost or anything you do?

Very costly. you can't, you need to have it professionally done...it involves digging a trench and putting sheet metal to stop the growth explosion onto your property. Good luck with that one
Cut it down then when it resprouts,wound it with a weed whip and spray with roundup. Whenever it starts up again spray with round up. It takes persistatance .
