Since it's an old stain, has been washed and dried, the next step for me would be to take it to the cleaners.
You don't mention if it is red or white wine nor the color of the dress - there are many products on the market that say they remove wine; I'd suggest you find one and try it in a tiny area of the stain. Supposedly ox clean removes all kinds of stains but that may require soaking for an extended time period. Hope this helps

Seriously though, some of the "As Seen On TV" products from days gone by made claim to removing any stains from any materials. I can't attest to how well they live up to their claims but if you have a department store with a department dedicated to the "As Seen On TV" products you might find something there.

If the dress is washable, apply a paste made of Oxunclean and water directly to the stain and gently rub it in. Let it soak for a while in detergent and cold water. Then wash in a regular wash cycle to which more Oxyclean has been added. It may take several applications but the stain should come out.
Wet the stain, and pour salt on it. If you didn't dry it, it might have come out. Leave the salt on for about 1 hr, or have it dry cleaned.
