Reupholster and paint the legs. They should look new then.
Most seats on regular dining room chairs can be removed. This is an easy fix. A good quality fabric and a stapler should do the trick. Be sure to pull the fabric really tight before you staple the fabric underneath the seat. Screw the seats back onto the chair.

In that case. photo every process of disassembly, for reference . Use old fabric as template - reassemble as before. The job should be a goodun!
It looks like the backs are also removable. You need some sewing expertise to be able to do the pattern that you had with the cording trim. If the chair is solid behind, then you could do what you do on the bottom seat and stretch the fabric over the back frame inset and reinstall. You have nothing to lose so take the two pieces off, keep the fabric for a pattern so that you cut the right size with ENOUGH allowance for stapling to the back of the seat board. Once you remove the back you will see how it was fastened to the chair frame. If you are unable to do this project yourself then maybe a professional upholsterer can do it for you. This quick job for them should not be too expensive. I would also refinish the chair frames before installing new cushions. Good solid chairs are expensive so this may the cheaper route to go. Well, you could recover them depending on how they are covered now. You could make a removable cover that covers the whole chair. That is if you sew. Otherwise you could have them made.
