How heavy are the rocks?
E6000 is a nice strong glue used for marble -window mosaics, one of my favorite glues.
ANY kind of double container/mix epoxy should do it-- BE CAREFUL do NOT glue your fingers together!!!! I once glued polished stones to a leather (suede) covered board- art project-- and I used CONTACT CEMENT. Also, once they contact-- it's OVER-- there's no going backwards!!! Plan first, and BE CERTAIN of what you're going to do FIRST!!! GOOD LUCK!
Gorilla glue,works on anything.
I think E6000 would be a great choice. Its easily found at walmart and craft stores-
