Not advisable. Moisture from the new wallpaper can absorb and loosen the wallpaper underneath. Any future problems with the first layer can transfer to the new layer.

if the wall paper is well stuck to the wall, it will work. first apply a thin coat of premixed vinyl prep over the paper. sherwin williams used to carry it. when you wallpaper, even if you use prepasted paper, use a coat of thinned out premixed wallpaper paste. use a five gallon bucket a paint screen and a regular paint roller. don't get it too wet. book it for a few minutes and apply. if it gets a bubble after smoothing it, leave it alone, it will dry and disappear,

You will need to clean the wall as best as you can and add a coat of primer to seal the old paper and give the new wallpaper a better surface to stick to.

  • It is not a good idea.. as it can be a disaster to remove . And can come loose or buckle from the original paper
