How about a re-purposed door knob? If you knit or crochet (like I do) a skein of yarn would be under $4 - would make two tie-backs easily.

Could you braid some crochet yarn together; leave a loop on each end to attach it to the brackets; let one end fall loose, so when you need to tie them back, just bring it up around the drapes & hang on the bracket.

Metal piping like in plumbing, is pretty inexpensive and can be picked up at your local big box. You could go with galvanized or if you don't like that look you could always pick up a can of spray paint and paint them. Hope you come up with a really good idea and that you love it!!!

Nothing's cheaper than some ties made from coordinating or contrasting fabric. Even something with texture, like strips of burlap or muslin or wide textured ribbon.

You can use spoons from the dollar store, either tea or table. First bend them and hold them to your window to see that they'll hold the curtains back and which way you want to secure them. I like the "spoon" part to be attached to the wall, with the handle the part that holds the curtain back. Second drill a hole thru the part of the spoon that will be fixed to the wall. Spray paint any color you like. You can also decorate them any way you like, glue on gems, wrap them in thin rope, just Let your imagination run wild. :)

to add some bling think about buyng 2 identical necklaces or beading your own in the colors you desire. Add a "J" clasp set on the ends to unhook to close draperies.

Have you given thought to using the decorative chain like they sell at Lowes or Home Depot? This is inexpensive and can be attached tothe window frame with large cup hooks and the chain can be cut to reach around the curtains when you want to hold them open and will hang flat when not in use. This chain comes in many different styles and colors.
