Onion grass clusters in my flower bed?

I noticed these bulb clusters last year in the fall all throughout my flower beds. They give off a slight onion smell when dug up. This spring they've sprouted having hollow leaves like chives in thick clusters. We also have a lot of tulips in the flower bed as well. What is this onion grass for? Is this a weed? Should I remove it from the garden?
I HATE these things. My entire Georgia lawn is speckled with these. They just grow like crazy here. When you cut the grass, your eyes actually tear up. They are strong smelling.
