We live in the Toronto area and Wisteria don't get quite that big considering they are dormant half the year.

I love the idea but would have gone with something else in the planters such as star jasmine or something that stays green all year round. As the wisteria goes dormant mostly from what I have observed with wisteria, it looks like a tangle of dead wood when it is not in leaf and flower so it may not give the privacy you want. Also, depending how well it does in those planter boxes and in the area that you live, it may invade your neighbours and also has potential to drop a lot of petals on their property as the flowers fade and die off. Wisteria needs a very large and strong frame as it can really take a hold. Appreciate however, what you say about it not growing so large and not reaching its full potential in your area for that to happen.
