Trying to hang a baby gate

im trying to hang a baby gate on my second floor and i measured 16" and 24" from the outlet and there were no studs at either spot. i have also done the tap test to check for studs and the entire wall sounds hallow. is that normal? and also is it possible to hang it with drywall anchors since it is not super heavy?

If you can get a good stud finder I recommend getting one. Maybe a friend has one you can borrow. Since the baby gate will be at the top of the steps, I would not trust any drywall anchors. Did you measure from either side of the outlet because the stud would be on either side. Just a thought, though you may have already tried that.
