Should I paint this base or just clear coat it?

I picked this table up @ a yard sale for $15,,,,Just starting to redo it

I would sand it, then stain twice, then lightly sand so it looks like a faux grain, then spar urethane.

Jennifer's advice is perfect. It looks like an old (well, when I was in school) school desk. It should be finished to show how we ol' folk remain beautiful.

I'd paint it a fun bright color to contrast the wood and make it funky modern. Are you keeping it or selling it? If selling, what's popular where you are?

It depends where and how you will use it. I would paint it a bright color like berry pink or turquoise.

Depends - are you looking for a rustic look or a pop of color? Personally, I'd clear coat it.
