Pumpkins take 90 to 120 days from planting to maturity depending on the type of pumpkin (the specific amount of time should be on the back of the seed packet), and need to be harvested before a frost, so you would count back from your average first frost date to determine the latest time to plant. For you, I think your average frost date is around the middle of October, so your pumpkins should already be in the ground.

Ditto Douglas Hunt's info. In general most squash/melon plants should be planted in the spring directly into the soil as soon as the ground warms or as transplants/started plants at the same time (so started indoors a couple weeks before the outdoor planting date). You can check with your local agricultural extension agent about what kind would be good and when to best plant them.
