Does anyone know what these white bugs are?

I am having a problem getting a good photo, but I have tiny tiny white eggs and tiny white bugs on all my calibrachao plants. Can anyone tell me what they are?? My friend has them on her petunias too.

    They look like mealybugs to me. Try dabbing them with a Q-tip dipped in rubbing alcohol.

    We too are fighting a problem with mealybugs. We used 1 cup rubbing alcohol and 1 cup of 409 in our hose sprayer and hosed down the entire area! In fact, hubby sprayed the entire yard! The diseased bush was cut down.

    Will a good spraying of Dawn and water help this? I have a time with black spots on my roses and also my pear trees and was told to spray with Dawn and water but it does no good.
