Why is my concrete turning brown

concrete poured in April of this year; now we have spiderweb cracking and brown splotches all over? Concrete Company says it is our water; Pool Company that did demo, prep and finish work says they have no idea.

This is called crazing.Happens when concrete is poured toowet or the outside temp is very hot. The surface dries before the rest. Windy conditions could also cause fast drying.
