how to cover up wallpaper border mess

Question

I wanted to remove the wallpaper border around the ceiling in half bath only to find out the border was put on top of another border that was probably put up 25 years ago. My goal was to remove it and paint the entire room. However, after using a steamer and scoring tool, there is still a lot of glue that won't budge and the wall looks terrible. I don't think I will ever get this area smooth enough for paint. The border was about 8 inches wide. Anybody got any ideas on how to cover up this mess? What started out as a simple project has turned into a major headache.

Have you tried white vinegar in the steamer?  Has worked for me, but it really depends on the glue.

My solution was texture paint.   It is put up with a special roller and you can stiple in around the edges near the ceiling, corners and near molding using a small stiff brush.  See my photo.   We put beadboard at the bottom.  Our walls too were damaged with having removed wallpaper so many times.  Good luck.   We applied the texture and then painted.

Have you tried applying fabric softner with a sponge on the border after you've scored the paper? I let sit for 20 mins, if stubborn do a couple coats.
