how to cover up wallpaper border mess

I wanted to remove the wallpaper border around the ceiling in half bath only to find out the border was put on top of another border that was probably put up 25 years ago. My goal was to remove it and paint the entire room. However, after using a steamer and scoring tool, there is still a lot of glue that won't budge and the wall looks terrible. I don't think I will ever get this area smooth enough for paint. The border was about 8 inches wide. Anybody got any ideas on how to cover up this mess? What started out as a simple project has turned into a major headache.
