Have you tried Craigslist? At least around here, people are always giving away rock if people are willing to pick it up. -
Nice job! Do you live near any rivers or lakes? If so take a day and go out and pick some up, its free. As for the fountain. Here Habitat for Humanity has a resale store. That is the first place I look for use items for the house and if you find it, the money is for a good cause. -

I don't know about a fountain, but if you have a soil/mulch/landscaping place nearby, when they sift dirt they usually run across rocks which they will either sell cheaply or give away. You might want to try them. And people who sell stone sometimes have a "junk" pile where you can pick out things cheaply! Be careful about taking things from rivers and lakes...some are state and federally protected and big finds are attached to these! Good luck! -
