You really cannot build one easily as there is several health issues you must consider. Here is a link for one type of tote that is pretty common. Yes, you need to do some local research for them. If this is for potable water, I would suggest a new one, but for other uses you can find these cheep on Ebay, Craigs List all sorts of places. But there are many sold new for cheep, jus need to look around. Ideally you want them to be buried or covered over to prevent light from hitting them. Light will help promote bacterial development. You will still need to chlorinate the water for safety but cisterns are and will be around a long time.
