can pressed wood/paper covered cabinets be painted?

Nearly 20 year old kitchen cabinets in a double-wide. The edges are rough from steam, etc around the stove. The "paper" covering them is shiny except where it is worn and discolored. HELP!

The biggest problem are the corners. They are very "chewed up" and rough. I just wonder if anything will stick to it.

If all of the slides hinges etc are also of poor quality due to age and wear and tear. replacing them, and refacing will normally put the cost higher that some entry level ready made cabinets.
