I didn't use water when painting on fabric, now it's stiff and scratchy! Is there any way to fix that?

I have see it posted to sand it, and add top coat with a soft wax, like Annie Sloan, or Johnsons

Hi Samantha, try sanding the fabric with a very fine grit paper and sealing it with wax once it's softened up.
