When do I need to trim the lower branches of my ornamental pear tree?

You can do it now. Just make sure to have clean sharp pruners and cut as close to the trunk. Good luck

It might also help to use pruning spray as well. But the lower scraggly branches can be cut anytime. I use the pruning spray to prevent infestation. It's like a tree bandaid if you will.

I agree with pruning them now. They are just taking energy away from the rest of the tree. I would also recommend that you move that stake closer to the tree and tie it much lower on the trunk.

I have a small one like this and I trim the lower branches off leaving a few at the top. Mine is doing just great and its helping it to grow taller.

Pruning now is OK. Use bypass pruners as opposed to anvil, anvil will crush the branches. Avoid cutting as close to the trunk as possible, your pruning cuts need to be made just outside the branch collar of the twig. Pruning or wound spray is not recommended, research has shown that it interferes with the tree's ability to seal over a wound and also seals in moisture which can cause decay. Unless a tree is unstable, staking is not needed. When a tree is staked too tightly, it does not develop a root system capable of withstanding wind. This might be more info than you wanted but I hope it helps. I also agree that you should move the stake tie lower in the tree, some movement in the tree helps to strengthen the trunk.
