By looking at the leaves, these are definitely not zinnias. However, some of my zinnia flowers do resemble these with the cone and others are a tight flower...they came out of the same seed packet. -
Looks like Helenium to me. I have lots some and have saved some seed & hope to start new plants by seed & division. Also, I have lots of zinnias (planted from seed) - the new flowers do not have a "cone" in the center but as they age they develop a larger & larger cone. -
Its Helenium, it also comes in a yellow/orange color. Its great late color! -
The foliage looks like zinnia! -
Definitely not Indian Blanket. So many things cannot survive this heat and dry conditions. -

They look just like my heleniums. -
