How can I remove a picture that is partially stuck to the glass ?

I an removing pictures of my grandchildren from the frames and putting them into albums. Some of the pictures are partially stuck to the glass, probably because I spray window cleaner. Does anyone know a way to remove them and not tear the photo? Thank you.

Soak in water. When completely soaked the photo will come off, Then hang photo to dry.
