    You can use a scraper type tool they have to get up tile and stuff off floors...it would take a lot of elbow grease and I don't know where you would get one. When we had glue we wanted to remove from the subflooring after taking up carpet, hubby got a large wire bruch attachment for his drill and went at it! He had about 20 times as much space as you have on this porch and it was inside. Be sure and wear protective glasses and mask! But this will work! Some people might suggest a heat gun followed with scraper, but we have never tried this.

    I've looked at the picture several times, and it's difficult to tell exactly what's happening. Is it the texture that's peeling off? If so, I would advise scraping off as much loose material as you can. Then roll over it with a concrete primer. Behr (Home Depot) makes a great one. It will seal what's there, and prepare it for new coat. Let it dry for 4 hours. Then mix up some Rapid Set NewCrete Concrete Resurfacer (also at Home Depot). You can do this yourself, I just did mine, and it wasn't hard. You can spread it easily with a wide squeegee (also at...you guessed it! Home Depot). When you get to the edges, use a hand trowel to blend it in. After 2 hours, you can paint it with Concrete Paint from...you know where! I did my whole porch, stairs & sidewalk in one sunny Saturday for well under $100! Easy, but a little messy, so wear gloves, and have paper towels at the ready.
