Overlay on patio is lifting off

The overlay is about 10 years old & due to our recent heavy rains it is lifting. I'm wondering can I power wash the overlay off & then once dry either stain or paint the patio? The patio has porch paint on it now. Thanks in advance for your help.

    Is your patio painted flagstone or concrete stamped to look like natural flagstone and then painted?

    @Lauren it is a concrete overlay stamped & painted.

    I'm not an expert, but if I were going to do it, I would get that polymerized concrete that is made for really thin repairs and just fill it in and smooth it over as best I could. If you are really worried about it cracking again you could get some galvanized wire, like hardware cloth or cut up a tomato cage and lay that in the repair to act like rebar. Then smooth it out the best you can, replicate the pattern on top with a stick or putty knife or something like that, then when it dries, paint it. That would be my best guess on how to proceed.
