Refinish window sills
Previous owner let rain sit on sills. I'm I better off sanding and restaining or using a refinishing product like Minwax to strip old finish?

Without seeing the damage it's hard to say which way for you to go. But if the damage is just to the finish you probably can sand and restain provided you can match the existing stain. However if the damage is to the wood, like warping or spliting you might have to replace the sill.
