I had my husband make a roll out bottom. I open my pantry and roll out the entire shelf to get at things in the back. Big box hardware stores have everything you need.

My pantry shelves are a wonderful 24 inches deep. Roll out basket drawers are the best. I bought the less expensive white wire type at Lowes. App. $30. Super easy to install. LOVE THEM!

I was thinking the stair step shelves, like you use for spices, but I believe you can buy them a little larger this would raise Items in the back.

I used crates and baskets in mine so I can pull them out to get what I need. I also labeled each basket so I knew where everything was. Here is a post I did on my Pantry Organization http://riasworldofideas.blogspot.com/2015/03/pantry-organization-part-one.html#.VQwBMvnF-So Maybe it could give you some ideas :-)

I have roll out shelves and stair step spice shelves. You can buy the roll outs in various sizes at Lowes or Home Depot, Google other sources. the investment is really worth the price. do you have IKEA near they have a interesting kitchen items too. Good luck, I know you frustration!!!!
